Presumably it depends how you converted the source material.

If you took a DVD with the usual cinema aspect ratio of 2.35:1, and watch
it
on a 16:9 (widescreen) TV, you would get smallish black bars top and
bottom.
If you watched it on a 4:3  (non-widescreen) TV at that aspect ratio, the
bars would be huge (accounting for almost half the screen).

If you convert that DVD to the SVCD format the software will probably
assume
that it will be displayed on a 4:3 TV by default - and add the big black
bars.  If you know you will always be watching in widescreen, you can
probably change this so it stretches the image that it outputs - it will
then appear normal on your widescreen TV.
