On mine its: main menu: Advanced setup: VLAN/Rate control

Lets you throttle each or all of the 4 ports.

I have a Vigor router that lets me seperate the bandwith into 4 chunks. I
have teenagers who would hog the whole lot if they could so I have
connected
the greedier ones into a port with limited bandwidth - this is all wired
though so its not much help if you want to connect wireless.

But I have a sister about 300m down the road who also shares our broadband
via a linksys access point our end and an Orinocco card in her Multitainer
.

Maybe with a router such as a Vigor (I'm sure there must be others) you
could connect your neighbours through wifi and connect them through a port
with limited bandwidth - you could connect via another port with access to
the full bandwidth.

The beauty of it is that you can change the bandwith available to any port
very easily should you need to - either throttle down the neighbours if
they
get too greedy or give them more if they can be trusted!
