They are interchangeable, unless I have misunderstood what you are

If the phone doesn't ring when you use a secondary PBX socket, then
you have mis-wired the "ring wire" (pin 3) from the NTE5.

...because pin 3 is mis-wired, I reckon.

I don't know off-hand what the correct match between patch panel
wiring and the NTE5 is, but a multimeter, a secondary socket and a
chopped up BT lead should get you there.
