Those are PABX not PSTN adators.

Mebe I have it wired wrong at the master socket ? As the NTE5 socket (the
incoming feed) I have the following wired to the patch panel :

2 - Blue/White
3 - Orange/White
5 - White/Blue

Then the patch panel is wired in series to the other sockets. I can take
all other connections off so I have one phone plugged in. If I use a
secondary pbx socet, it's all fine - except the phone doesnt ring. If I
plug in a master into another socket (with no phone in it) the phone
rings. but I get echo.

Sincerely doubt using masters in their place is the cause of your
quietness issues. It's more likely to be mispunched or miswired
cabling IMO.
