i'll assume your using azureus, as that's where the green light comes from
:)

you'd need to open up the ports (all torrents since the latest
implementation of the BT protocol use port 6881)  on both the router
and windows firewall

your router firewall is so much more secure than the windows firewall
it doesn't bare thinking about, i would turn off the software firewall
and have the computers deal with the router firewall.

if your router supports upnp (it'll be somewhere in the configuration)
then you can let azureus use that to open and close ports as it needs
them, this is a seriously handy feature, as it keeps you even more
secure when your not running it.

uploading and downloading are both still possible without a green
light, but you'll only get the maximum speeds when it's green
