I'm not entirely sure it does eveything you are looking for but;

check out Global Communications  www.globalcom.co.uk

They sell something called an SMC that monitors the video and resets the
sky
box to a preset channel.

Not sure about cycling them mains though.


We have a box......way too expensive for domestic applications that is a 10
way mains distribution unit whose outputs can be controlled using a sky
handset.

i.e.
press <standby><0> to toggle power on output 1
press <standby><1> to toggle power on putput 2

etc....

Something we did for Abbey when they were developing (with Sky) sky digibox
banking apps.
