I've used discharge dimming controllers in the past.  They've been
available
for about 10 years now.  The ones I used to sell would dim high pressure
sodium, steplessly, down to about 5%.  Metal Halide could be dimmed to
about
15% before any noticeable colour shift.  It utilised the standard control
gear, only the PFC capacitor had to be removed - the controller didn't like
capacitive loads.
I had a demo case that we made - but it was lost in a fire :o(
