Sadly, measuring current to a PC with any old ammeter is a waste of
time.  Normal ammeters assume that the current waveform is a sine
wave, measure average current, and display it.

PC and monitor switch mode power supplies do not draw current like a
sine wave, but more like a spike.  Thus normal average reading
meters lie.

You need a "true RMS current" ammeter.  These display the correct
current irrespective of waveform.  They also cost more than non-true
RMS reading meters.
