Convert RF to Composite?

Hi group,

First question from a newbie, and from someone who runs a custom install
company in North Yorkshire!  Is there a simple cheap device that will
convert RF to composite? Yes you heard right - not the other way round.
Long story why - can explain purely for interests sake - but would help me
enourmously to know where i can get something.
