TV Card with Kiosk PC

Has anyone managed to get a TV card working properly with the kiosk
pc's that were on EBay a couple of months ago...

I've got an old Pinnacle PCTV studio card working but if I go above
about 320x200 (can't remember the exact resolution of hand) its goes
all jerky.

Any ideas if this is down to the processor, graphics chipset or software?
