I'm currently dampproofing two underground vaults.  The damp proofing
system
I'm going for is newton 500.  It's a really heavy duty plastic skin that's
fixed with waterproof plugs to the walls.  When in place you batten and
plasterboard.  This leaves a nice gap for all your cat5 and LED lighting.
The water is still there and runs behind the walls into a central drain.

These vaults are under a road and fairly old.  Systems like vandex can
crack
if you get the slightest movement in the surrounding ground.  All ready got
the surround sound speakers ready to go in !
