One option which you might like to consider is the Orange Value Plan
T-mobile Freetime 750 which gives 750 minutes of OFF-PEAK calls to
landlines
and orange mobiles for 13.99 per month.

Or if swmbo isn't going to use the phone much, for example for mainly
incoming calls, a PAYG sim from your provider would be the best option.
