That doesn't hold water I'm afraid David.

If you make the good guys more expensive the cowboys look to be an even
better bet and, let's face it, someone who didn't care about breaking the
law before is hardly going to start caring because of this.

I would argue that it in fact creates more problems than it solves,
politically it's kinda like what the Yanks like to call a "tactical
nuclear
strike", its still a bloody big bomb that makes a big mess!
