Yes.  The highest snipe price.  All it's doing is entering a bid at the
amount you specify and the time you specify.  It's just like clicking the
bid button yourself, but without the effort.

Yes.  The highest bid always wins.  Sniped and normal bids are created
equal.  If two bids of the same amount are placed, the earlier bid wins. 
This is the only time a snipe will lose.
