Highest bid always wins.  The sniping tool helps ensure a win because
no-one
else has time to react.

If Ebay wants to stop this, they need to delay the end of the auction so
there is a gap of at least a few minutes between the last bid and the end
(an Ebay equivalent of "going, going, gone").
