Interesting I thought how are they doing this ? Well further
investigation lead to the cunsumer unit and to a DIN rail module
called a Telerupteur.

I think (but am not certain, this is just the result of a bit of
detective work following your telerupteur hint) what you are after
is a Legrand pulse relay model 004015. Go to
http://www.electrika.co.uk/products/man-0550/catnumsearch.asp
and
enter the part number.
