Tony,

I have a 3 year old boy who uses a PC.
I wouldn't recommend using a touchscreen - it's likely to get (at best)
extremely dirty or (at worst) broken.
My son uses a Logitech cordless keyboard and mouse.  He can manage to use
the mouse OK - he uses his right hand to move the mouse and his left
fingers
to click.
For software I'd recommend 'Jump Ahead Preschool Pack'  - 3 disk set.
Disk 1 - 1 1/2 to 3
Disk 2 - 3 to 4
Disk 3 - 3 to 5
