Composite video to RF modulation

I am trying to view the output of my multitainer by using an RF
modulator on the composite video out signal and then into a normal
telly aerial socket.
Every other composite video source I have tried with the modulator
has worked fine (camcorder and VCD deck)however the Multitainer does
not seem compatible with the RF modulator. I know there is a
composite video signal out of the multitainer because I can display
the composite video signal on another device.
Any suggestions as to why I can't get these two boxes to work
together.
