It's all forms of TV receiving not just the BBC there was a case many
years ago where someone had SKY before BBC was on it and a Monitor so he
could only watch sky.. He went to court and was found to be guilty of
not having a TV licence while having the ability to receive TV
broadcasts. If you have a B/W TV hooked to a colour video you have to
pay for a colour licence..

Err, no, you would still need a licence even if it where not called a TV
set. The licence is required to use any form of television broadcast
receiver, be it PC with TV card etc.
Not sure what would be the case if your hardware was physically blocked
