B&Q do some decent IP65 enclosures, including one which is an empty box
into
which you can put whatever you want... I just recently used one to contain
the control unit for a rope light that I installed in the garden...

One of these could be used to house one of the newer X10 micromodules, or
possibly a mains relay that you could then drive from your HA controller...
I guess it depends on the power rating of the heater... You could probably
get an AD10 in one of these, - but I think it would only fit in sideways
on...
