A quick google search finds http://www.callagenix.com who do 0800
overlay numbers for zero setup charge, 4p per minute, and 30 day
minimum contract.
I'm sure they are not unique.
Providing the real (ie not a non-geographic 0870 type thing) ISP
number can be identified, the 0800 can be poointed to the same thing.
That might be the hard bit; I failed to find real numbers for two
large ISPs I use, but I'm sure someone must have proper numbers.
