You can get a seperate PIR for outdoor lighting. I used to have an MK
one. Since external PIRs are mostly mains switching, I added a mains
operated relay and used the NO contacts between the RTS and CTS pins on
the PC's serial port. Then, whenever the PIR triggers, you get a CTS
state change on the serial port. Most PIRs only operate at night, so if
you want 24 hour signalling, put some heatshrink or tape over the LDR.
Alternatively, you could just try to waterproof an MS13
