Thats effectively what the STV5730A does in a single 28 pin chip!

The site mentioned earlier www.stv5730a.co.uk still sells their own
composite only board but will no longer supply the chip itself. I assume
they have aquired a number of chips and are keeping them soley for their
project boards because once the stocks run out their product is finished
:-(
