Alex,

CPC used to do a product for just this application and was battery powered
(part # AV0113210 but it no longer appears on their website). There's a
multitude of circuits available, here's one I found:

For a pre-built solution you may want to look at Powermids (no personal

in and x * IR out.

Would it work if I had a very simple amp (741 or couple of transistors
etc...) with the IR Sensor on the input and IR Senders on the output or
would I need to have something like a PIC in place to decode the inputs and
relay decoded IR streams to the appropriate IR sender  for each device ?

I have a Pace 4000 NTL digital cable box and the all in 1 remote doesn't
like the DVD player (I don't know if this is relevant)
