Why not use a normal DigiCam hooked up to a PC with a TV card running
something like Gotcha! Web cam software. I think the DigiCam would
eliminate the slow frame rate and you could still catch the "off the
cuff" moments.

I've hooked a DigiCam up to my PC in this way before but I haven't tried
the motion detection. I'll give it a go tonight and let you know how it
works.

For our wedding we are planning on having a Big Brother style video
diary room my original idea wsa to use a pc with a webcam attached
and use motion detection software to remove user interaction , to
save space and capture those off the cuff moments) but the
resolution/frame rate capture is poor i have also seen these
