There is no "best" one unfortunately.
IF you want to do it "properly", get a merchant account with a
bank and use
something like protx for accepting payments.
Next down the line is worldpay, but they are expensive,
then services like 2chekout and paysystems who do all the work for you.
then paypal, nochex, moneybookers etc etc....
