he is sending me goods.
I tired speaking to him on the phone
and the conversations breaks down pretty quickly.
I am at the point of finalising payment of depost and
he is confirming the details of where to send the goods.
I think you are right - it may mean who the master of the
shipment is. I still don't under stand the duty bit and invoicing.
any help much appreciated, you can mail me off list if you like.

He might be referring to 'master invoice' . Often these helpful Chinese
manufacturers will send a shipment with a 'for customs purposes only'
invoice, rather than the 'master' to cut down on duty payments that you
pay.
