AFAIR you can't "buy" IP addresses at all, though that's the way
ISPs
sometimes present it.  When I used to work for an ISP, my understanding
was that the LIR agreement with RIPE disallowed "selling" IP
address
space.  This has not changed to my knowledge.  What is acceptable is
charging an administrative fee for setting the additional routing up
etc., although A&A didn't do this when I asked them for a /28 to
replace
my /29 recently.
