For a SSL Certificate you require dedicated ip address which your isp can
sort out for you just tell them its for a SSL Certificate.  Then all you
need to do is goto someone like geotrust, personally i go for
http://www.rackshack.net then click
the $39/year geotrust logo
(http://www.rackshack.net/english/quickssldetails.asp)
and it will ask for
all the details needed to order it.

It will require a CSR to generate the ssl certificate you can do this from
IIS and it'll generate a wizard for you.  Theres some documentation how to
do this at:

for IIS5
