Some ISPs (e.g. PlusNet) give you the free option of having a static IP
address on dial access accounts.
If you have Comfort, you could dial in & get it to cause your PC to
bring up
the ISP connection. Or you could get Homeseer to connect to your ISP
on a
scheduled basis (e.g. every 10 minutes, synchronised to the hour,
disconnect
if no traffic after 30 seconds) so that you could get remote access to
the
home environment.
However w.r.t. 512k bandwidth... don't have a fix to this. I can have
two
ISDN channels up, which is not bad, but does not compare to broadband.

If you have ISDN and use a Draytek router, provided the ISDN has CLI,
then
you could use the remote activation facility to tell the router to go
on
line from 1 pre-programmed number, mobile which presents calling number
info
for example.
If you can only get an Internet dial up with dynamic IP then the router
will
also update any one of I think 4 dynamic DNS server services as well.
I have not used the Dynamic DNS service from one of these but have had
good
reports.
