It's usually based on floor area for the mat that contains the heating
element. You will also need a thermostat.
Not recommending the product as I haven't used it, but

is ?269 for
10 sq m. (inc VAT) and ?49.99 for a stat and sensor.
I can say that I've ordered loads of stuff from Screwfix and can
recommend
them for their service and prices. On the rare occasions I've had
naff/duff/missing goods, it's been resolved fairly promptly and without
question.
