DW has the concept of code libraries, which are snippets of code you can
insert into your HTML. For example, you might have a menu bar on each page
which gets copied from a single file, to save duplicating it in each and
every page.

Look under "Site assetts" and you can add/edit your library of
components
etc.

Not the best way of including standard components IMHO, but you did say you
didnt want SSI for whatever reason.
