Yes it is standards based and Three's network is IP based but currently
you can only do Three to Three videocalls. In theory, and I stress
heavily in theory, you could do what you describe.

The quality is ok, nothing amazing. As a test, I held my camera up to my
laptop screen and my friend on the other end could read my emails. It's
good as a fun toy. If it didn't come with 100 minutes free video calls a
month I doubt I'd use video.
