Comfort (http://www.comfort.org.uk/products/index.html)
do an 'AC
Current Sensor' which would give you on/off but it doesn't support
products with standby which is non to useful.

>From their web site:

The current sensor detects the AC current flowing within a mains cable
supplying an appliance to determine if the appliance is ON or OFF. One
lead of the mains cable (Live or Neutral) should run through the
transformer centre hole. The output is connected to a normally open zone
input (Zone Type 8). When no current is flowing the output is open
circuit. When sufficient current flows (100 mA RMS), the coil produces a
voltage which turns on the open collector output.

To detect lower current, loop the mains cable through the transformer
core several times to increase the sensitivity. Used in conjunction with
Comforts Home Control Menus (Worksheet Table 26). The circuit can be
used to announce the ON/OFF state of the appliance being controlled,
based on the feedback input. Especially useful for Lighting and Heating
applications.

CSM01 WORKS ONLY ON AC CURRENT.
Not suitable for TV sets or other appliances which have a 'Standby'
power mode.

Many thanks
