If you go to http://www.w3.org/TR/REC-html40/
you can get the HTML spec and
download as a windows help file (theres also loads of other stuff including
style sheets - whole works...)

When I got racked off with front paged 'wizzarded' sites, I went strieght
into the deep end with notepad!... Cause your doing it all yourself, the
html code is a lot smaller too! (no bloaty rubbish that dosnt need to be
there - I did a highlighting thing in html with a style tag in 1 line that
frontpage does with a downloaded java applet and about 10 lines of code!)

If your looking for an editor, you may find PHP Expert editor
(http://www.ankord.com/phpxedit.html)
to be an exellent editor as a step up
