The modules just do not work with fluorescent or low energy bulbs ...
It's not just down to dimming but the way the bulbs themselves work.

You program the house and unit codes without using dials ... You plug in
the module, turn on the power and then send three housecode-unitcode-on
(IIRC) commands to the address that you want the module to be and the
module looks out for the three codes sequence and takes the housecode
and unitcode to be its housecode and unitcode.
