Some exchanges cost half a million to upgrade!  Each exchange is
different depending on how old there are and the current equipment etc.

weeks of lottery money to go into this so long as BT put some cash up

and lower the subscription prices... I know the money should be used for good cause, but this will improve out country for the benefit of all
