If your just starting off, i would suggest Homeseer. The issue of
having to have a PC on all the time hardly matters since most HA's
will have a PC on all the time anyway, either for a Music Server or
Firewall etc. and probably also have a UPS installed.

The 'advantage' of Homeseer is in its users, there are lots and lots
of them, and hence there's a very active BBS with many users scripts
available for others to freely use.

Just my .02 Euro worth.
