Not true, I'm afraid.

You can't have a "permitted development" in this zone... ie you can't just build something EXEMPT from planning permission.

You can be granted planning permission for such a thing, however. In this case, the planners would have to look at whether the development was "in keeping", and if there are demonstrably other houses in the road which have been granted the same, then it's likely to go through.

The only think that springs to mind is your right to light, I think I am
correct that ppl cannot build in a zone 45o from the bottom of a window
in you living space (not garage, so say you have a window in your gable
they could not build up to it.
