A while ago someone was asking about changing ITV regions on Sky.  I don't know if they got anything sorted out, but whilst surfing I found this http://www.lpilsley.co.uk/skyitv.htm

Whilst you can't change channel 103, since this is programmed from your viewing card, the above link lists the frequencies for all ITV regions.

Just thought it may be of interest.
