The lamps are 'ringing'. The filament is resonating because of the
modified
sinewave from the dimmer. Change your brand of lamp. Use
either
Sylvania/Osram or Philips, or other decent branded lamp. Lamps
ringing was
very common years ago, esp. RO80s reflector lamps.
You could also change to low voltage fittings and lamps - this would be
much
cheaper in the long run.
