Yes, TiVo does do RGB out but IIRC you have to enable it in the setup
menu of TiVo.

That would be the most logical way if the TiVo box is controlling that
particular Sky STB.

Yes, and you can set the output RF channel from the setup menus in TiVo
and it outputs RF and SCART simultaneously.

With TiVo, if you do not store recordings then the VCR becomes
redundant, you'll learn this after about a week or so with TiVo! ;-)
