You're not quite right there, I'm afraid.
To quote the introduction:
"Although failure to comply with the other rules of the Code will
not,
it itself, cause a person to be prosecuted, The Highway Code may be
used
in evidence in any court proceedings under Traffic Acts to establish
liability."
In particular, the paragraph you quoted about overtaking on the inside
does not refer to any specific laws. IIRC, overtaking on the inside is
not _explicitly_ against the law but may be considered under other laws
such as dangerous driving, depending on the circumstances.
