In the UK we are not used to undertaking and therefore people ignore
this
possibility.....When working in Tennessee (undertaking is permitted)
and
hols in Florida traffic especially when busy moved much more freely,
generally people were aware, a car may undertake or overtake....I've
seen
the police pull over a number drivers who weaved through the traffic,
this
is frowned upon.
I advocate, the US policy of under and over, as well as right on
red....(left on red if we use it), but could only imagine the chaos it
may
cause some
