i don't know of any programs that will directly downsample them but converting the files to wave then encoding with you encoder of choice would work fine

Is there any freeware software that allows for resampling of .mp3 files. I realize that upsampling is not a clever thing to do for obvious reasons, but my nephew has a number of files he’d like to downsample.

 

Any ideas?
