They do - called the Zalmann flower. Go over to www.overclockers.co.uk.
They've got a few passive heatsinks on offer.

I remember taking an old Dell apart several years ago, it was admittedly
a
p2-200 and being stunned at the *HUGE* passive heatsink it had cooling
the
CPU, which was barely above room temp. It only had a single small fan in
the
PSU.

I've always wondered why some company can't make a *HUGE* passive
retrofit
heatsink for ?40-50, I'm sure they'd flog loads of 'em!
