Why did they not tighten or keep the threshold the same +/- 6%

230 @ 06%:  216.2v (0.94) <- 230.0v -> (1.06) 243.8v
230 @ 10%:  207.0v (0.90) <- 230.0v -> (1.10) 253.0v

230 @ 6% fits within 240 @ 10%, but instead we make the boundries
even wider, Doh!
