Not really, it's only a 733MHz Celeron which is about 20W from memory.
Everything else is onboard the motherboard.  All it takes is some clever
use
of ducting and fans, and it's quite simple to safely run fanless.  My
Athlon
600 runs fanless, albeit rather warm when it does, and that dissipates more
heat than a 733 Celeron.  I'd say the best bet would be a Via C3 866 on a
motherboard with everything onboard and a sigle case fan in a good sized
duct.  Seagate Barracuda IV for storage.  Should be nearly silent.
