Yeah it's the burst rate - but most isps don't even although that any
more because there over loaded.  Eclipse are certainly nearing there
limit (they only have 1x 155mbit pipe) even pipex who have 5x 155mbit
pipe are slow at the moment.

Try flashget and open multiple connections and you should fill the
link without to much trouble.

If its still in the 50's coming from a big ftp then that's odd.
