For simple capture based on a threshold of change etc. there are a number of inexpensive software products but none will extract the number plate detail.

To take your example of a blackbird caught in flight you could look for any of the following:

Video Capturix
Home Watcher

Sorry no links but easy enough to find.

Yikes!  Well, I was hoping for a fairly simple DIY solution, just using
the camera, video capture card, and maybe some smart software.

I remember seeing a blackbird caught in mid-flight on somebody's system,
which I thought might be the sort of system I'd need to capture short
bursts of video for anything passing in front of the house.

Well, if there's nothing easy or cheap out there, maybe I should look
into doing something myself.  Time to start reading up on video capture
and processing I think :-)
